Call to Order

At 4:30 p.m., Board Chair Kenneth Lanier called the Committee of the Whole meeting to order after determining a quorum was present.

Surf City Schools Update

Chief Operations Officer Darren LaFon introduced Surf City Schools Project Manager Arthur Vanderaa, of Barnhill Construction. Mr. Vanderaa provided an update on the Surf City Schools project.

Penderlea School Update

Next, Mr. LaFon introduced Penderlea School Project Manager Samantha Locklear, of Metcon Construction. Ms. Locklear provided an update on the Penderlea School project.

Surf City School (3rd) Road Name

Mr. LaFon shared that a third roadway at the Surf City project needs to be named and given to Pender County GIS for verification purposes. The cost for naming the road is approximately $200 for signage.

ALICE Training

At 5:00 p.m., Superintendent Dr. Steven Hill shared that Pender County Schools administrators participated in ALICE Training during the Administrators’ Retreat Aug. 2. ALICE is a proactive response to the threat of an active assailant on a school campus and stands for Alert, Lockdown, Inform, Counter, and Evacuate. The Pender County Sheriff’s Office, Burgaw Police Department, Surf City Police Department, State Highway Patrol, Pender County Emergency Management, and Pender EMS and Fire trained with school staff.

ALICE Training will be offered to Board Members at 6 p.m. Sept. 13 at the Emergency Operations Center.

Penderlea Gym and Auditorium Property Transfer

Next, Attorney Richard Schwartz reviewed options for the Penderlea Gym and Auditorium Property Transfer. Options for the transfer include:

  1. Sell the gym and auditorium to the county
  2. Enter into private negation and sale of historic property
  3. Exchange gym and auditorium for other property owned by the county
  4. Lease the gym and auditorium to the county

Mr. Schwartz suggested communicating these options with the county to see which works best for the county.

Following discussion by the Board, Dr. Hill will talk to the County Manager regarding a desire to get all of the schools hooked up to county water.


At 5:22 p.m. in a motion made by Rochelle Whiteside, seconded by Don Hall, the Board adjourned its Committee of the Whole meeting.
