Call to Order

At 4:30 p.m., Chair Kenneth Lanier welcomed all and called the committee of the whole meeting of the Pender County Board of Education to order after determining a quorum was present.

Bond Projects

Chief Officer of Auxiliary Services Allen Vann said the completion date for water at the Surf City project is June 5 and completion for sewer is Aug. 2.

Three projects taking place simultaneously: Barnhill is widening Shepards Road in some areas, water and sewer is being put in by the Town of Surf City, DOT has a project in which a contractor is widening the full length of Shepards Road, as well as resurfacing Shepards Road and Perkins Drive.

Architect Charles Boney discussed plans for the water and sewer lines along Shepards Road.

Larry Bergman, Town of Surf City Manager said the contractor is willing to work at risk to move the project forward without formal notice to proceed. DOT is flexible and can wait until all of the other projects are complete before completing its project. Bergman said that the contractual date with the contractor will not reflect the actual completion date if the contractor is willing to continue working at risk.

Bergman said recent delays to the water and sewer project are tied to easements they thought were in place, but were not. Notice to proceed for the sewer project will be made March 5.

Vance Brooks, of Highfill Infrastructure, said that water and sewer are separate permits, and both will need to be certified separately.

Arthur Vanderaa, of Barnhill Construction, said that Barnhill has brought in a 2-inch line from the county water line on Shepards Road for operating the heating and air system. The county water line does not have enough pressure to operate the school. He said it will cost about $30,000 to pump and hall water to test the system without the Surf City water and sewer connections.

Chair Lanier thanked all who attended the Committee of the Whole meeting for their time and input.

Mr. Patrick Riddle of the NCDOT shared that the DOT is working through the reimbursement program for roadway improvements to state-maintained roads needed for new schools. Mr. Riddle said the DOT needs the invoices for the roadway improvements, not estimates, meaning that the work must be completed prior to reimbursement.

At 5:49 p.m., Rochelle Whiteside moved to adjourn, Don Hall seconded, and the motion carried.
