Call to Order

At 5:34 p.m., Chair Katherine Herring welcomed all and called the meeting to order after determining a quorum was present.

Discretionary Appeal for Facility Use

At 5:34 p.m., Dr. Terri Cobb presented information regarding a discretionary appeal requested by Renovation Church for the long-term rental of the Performing Arts Center at Topsail High School.

At 5:43 p.m., Rochelle Whiteside motioned to approve the request for a discretionary appeal hearing. Brad George seconded, and the motion carried unanimously. Chair Herring requested the Board plan for the hearing to be held at 6 p.m. Tuesday, May 2, or Thursday, May 4. Dr. Cobb will work with school staff to determine which date will work and inform the Board.

The Board recessed at 5:49 p.m.

Superintendent Dr. Terri Cobb excused herself from the meeting.

Superintendent Search

At 6:04 p.m., Allison Schafer, Director of Policy/Legal Counsel, and Attorney Tanya Giovannifrom the North Carolina School Boards Association, met with the Board to discuss beginning the process of hiring the district’s next superintendent.

Schafer reviewed a draft timeline for the search.

At 6:16 p.m., Rochelle Whiteside motioned to approve the application deadline of June 19, 2017. Brad George seconded, and the motion carried unanimously.

Giovanni reviewed a draft advertisement of the vacancy. The Board requested several changes be made.

At 6:29 p.m., Rochelle Whiteside motioned to approve the advertisement with revisions. Brad George seconded, and the motion carried. Giovanni said that she will revise the advertisement and share with Chair Herring.

Next, Giovanni reviewed a list of vacancy advertising options, including several free options. Giovanni recommended the Board advertise with the American Association of School Administrators for 30 days at a cost of $560.

At 6:41 p.m., Brad George motioned the Board advertise with the American Association of School Administrators for 30 days at a cost of $560. Rochelle Whiteside seconded, and the motion carried unanimously.

Schafer next presented a sample application form. The Board discussed questions to include in the revised application.

At 6:47 Don Hall motioned to approve the sample application form with revisions. Brad George seconded, and the motion carried unanimously.

Next, Schafer reviewed sample community and staff surveys. The Board determined that it wished to conduct staff and community surveys.

At 6:55 p.m. Rochelle Whiteside motioned, and Brad George seconded, to administer the more extensive survey option. The motion carried unanimously.

Next, Schafer reviewed and asked the Board to complete SuperProMatch board member surveys. The Board must complete the SuperProMatch surveys by May 1.

Adjournment
The Board agreed to adjourn the meeting at 7:08 p.m., with Rochelle Whiteside making the motion to do so. Brad George seconded the motion, and the meeting was adjourned.
