Distribution and Display Of Non-School Materials R&P

Distribution and display of non-school material to students must adhere to the requirements of Pender County Board of Education Policy 5210 and Policy 5240 - Advertising in the Schools.   Principals shall review requests for the distribution and/or display of non-school materials to students if the request concerns a school campus, or is made by agencies and organizations listed in section A of this document. The Superintendent or his/her designee shall review all other requests.

1.      Approval by the Principal

The Principal shall review requests for the distribution and/or display of non-school materials to students from students, school-related groups, and non-profit organizations that provide educational information or information regarding programs and activities of interest to students.  The following agencies and organizations are permitted to distribute or display materials:

1.      local, state and federal government agencies and departments;

2.      non-profit organizations that offer educational, recreational, cultural or character development activities or programs for school-aged children, including but not limited to scouts, YMCA or YWCA, organized youth sport leagues, etc.);

3.      school/business partnerships or incentive programs that directly enhance or support the school’s educational program; and

4.      community colleges, universities, and other non-profit institutions of higher education.

1. The request for distribution of materials must include:

              (a)  the name and phone number of the individual submitting the request;
              (b)   the date of intended distribution or display;
              (c)  the desired location for distribution or display of material; and
             (d)  if the distribution or display is intended for students, the grade(s) of students for
                   whom  the distribution or display is intended.

1.      Within five school days, the requester shall be notified of the decision.

3.      The following disclaimer must be included on all materials distributed to students:  

"This information/publication does not represent the views of Pender County    Schools nor does it constitute or imply endorsement, recommendation, or favoring by Pender County Schools."

·         The requesting organization must deliver bundled materials to the schools in groups of 30 (or Principal specification) five school days in advance of the requested distribution date.

·         Qualified non-profit organizations may distribute non-school material about programs and activities of interest to students no more than three times during the school year. However; distribution and display of materials in high schools under provision four of Policy 5210 - is limited to one time per year.

2.      A response citing the reason(s) why approval was not granted shall be provided by the Principal and a copy sent to the Superintendent.

3.      Appeals may be made in writing to the Superintendent and a decision shall be rendered within ten school days.  

4.      Any request denied by the Superintendent may be appealed to the Board of Education.

This information includes: educational, cultural, or recreational activities.
